How Winners Are Decided

75% planner and peer input. 25% editorial review. No public polls, no paid placements.

This methodology applies to the 2026 CWES Top 10 Awards.

The CWES Top 10 Awards recognize the suppliers who make Cebu weddings work. This page explains exactly how winners are determined, what counts, what doesn’t, and why.

We publish this openly because a list is only as good as the process behind it.

The Short Version

Every category is scored the same way:

The 75%: Planner and Peer Input

The majority of every score comes from Cebu’s working wedding planners and coordinators, the people who’ve stood beside these suppliers on real wedding days.

Who votes: Established wedding planners and coordinators actively working in Cebu. We contact them directly. They are not self-selected, and the survey is not open to the public.

What they’re asked: For each category, respondents name up to five suppliers they’ve personally worked with in the last 12 to 24 months and would confidently recommend, ranked in order of preference. They’re also asked to briefly explain their top pick.

How it’s scored: Points accumulate across all respondents to produce a category total.

Why ranked, not just named: Ranking separates “someone I’d recommend” from “the first person I’d call.” Both matter, but they aren’t the same thing, and the scoring reflects that.

Why “personally worked with”: We ask respondents to nominate only suppliers they have direct, recent experience with. This filters out reputation-by-hearsay and keeps the input grounded in actual wedding days.

The 25%: CWES Editorial Review

The remaining quarter is assessed by the CWES team, based on a supplier’s presence on the CWES directory.

This portion breaks down as follows:

Reviews left by couples directly on the supplier’s CWES profile

Portfolio and work quality25%

Real, consistent work shown across multiple weddings

Recency and activity15%

How recently the listing has been updated and maintained

On reviews: There is no minimum review count, and no threshold to cross. More genuine reviews help, but the score weights rating quality and recency alongside volume, with diminishing returns as counts climb. A supplier with ten recent, excellent reviews is not disadvantaged against one with thirty older, mixed ones.

We deliberately avoided a review minimum. Thresholds invite padding, and padded reviews would undermine the entire directory, not just the awards.

Do You Need to Be Registered on CWES?

No. Planners can nominate any supplier they’ve genuinely worked with, listed on CWES or not. Registration is not a requirement for nomination, and it never has been.

That said, the editorial 25% is assessed on your CWES listing. A supplier without a listing has nothing for us to review on that portion of the score. That’s not a penalty, it’s simply the nature of what that component measures.

The Planners & Coordinators Category

This category works differently, and deliberately so.

Planners voting on other planners creates an obvious conflict. Instead, the Planners & Coordinators category is decided by the confirmed Top 10 winners from the other eleven categories, the photographers, videographers, stylists, hosts, and others who work alongside planners on wedding days and see how they lead under pressure.

This is why the Planners category is always the final release of the series. It cannot be scored until every other category is settled.

The same 3-point/1-point scoring formula applies.

Categories We Don’t Rank

Churches. Places of worship aren’t appropriate subjects for competitive ranking, and we won’t treat them as such.

Caterers. Most top Cebu venues bundle catering in-house, leaving too thin a pool of independent caterers for a credible Top 10. We’d rather publish nothing than pad a list to reach ten names.

The same reasoning applies to several smaller categories, bridal cars, invitations, jewelry, favors. These supplier pools may grow enough to support their own rankings in future years. Until then, we leave them out.

What Doesn’t Count

  • Public voting. We ran public polls in the past. They measured who could mobilize the most friends, not who does the best work. We stopped.
  • Payment. No supplier can buy placement, position, or consideration. Paid directory tiers exist for visibility on CWES, they have no bearing on awards scoring.
  • Social media following. Reach is not quality.
  • Advertising with CWES. Advertisers receive no scoring advantage.
